HEIC and HEIF support

Riffsticks uses the unmodified heic-to 1.5.2 library as an on-demand browser fallback for HEIC and HEIF photos. The library is distributed under the GNU Lesser General Public License, version 3 or (at your option) any later version, and comes without warranty.
